New Registration Rules For Vintage Vehicles and New Registration Rules For Classic VehiclesThe Ministry of Road Transport and Highways (MoRTH) is set to formalize the new rules for registration and certification of old cars and two-wheelers and may soon be implemented in India. Actually there is currently no law in India regarding old vehicles, and new rules and regulations have been proposed to be added to the Central Motor Vehicles Rules, 1989.

1. What's The New Rule?

The rule requires a vehicle to be at least 50 years old in order to qualify as vintage and for this the vehicle owner must pay 20,000 rupees per vehicle for the certificate, which will be valid for 10 years. Subsequent renewal of registration will require depositing Rs 5,000 which will be valid for the next 5 years.

However, to qualify for vintage certification, the vehicle must be close to its stock form, while there may be no substantial modifications to the vehicle's engine, chassis, and body shell. If a vehicle is found to be in violation of the criteria, the Vintage Motor Vehicles State Committee (VMVSC) may disqualify the car for registration.

2. Change In Number Plate

As per the new rules, vintage vehicles that are registered will get a different number plate than regular cars and two-wheelers and the RTO code will be replaced with 'VA' in this number plate, while the rest will remain the same. The registration numbers for classic and vintage vehicles will now be in the 10 digit alphanumeric format, which is now available to all new vehicles in India.

The new format for these vehicles will be something like, 'XX VA YY ****'. Where this number contains XX for state code, VA stands for vintage vehicles, YY will be a two letter series and **** will be a four-digit number. For example, the number plate of a classic vehicle registered in Maharashtra is "MH VA XY ****", where XY is a two-letter code provided by the State Transport Authority.

3. Sale Or Purchase Of Vehicle

Apart from these new registration rules, a new law has been introduced for the sale of these old and classic cars. It states that sell or purchase of these vehicles will be allowed. A person may buy or sell a registered VA vehicle, But the condition is that the buyer and seller will inform their respective state transport authorities within a period of 90 days from the sale or purchase.

4. Rules For Traveling On-Road

After registration, vintage vehicles won’t be allowed on public roads for regular use. The notification states that these vintage or classic vehicles can only be used on a few occasions like display or demonstration in any exhibition, rally, show or museum, take part in events, meets, historical tours and ceremonial occasions, and for purposes of technical research and cinematography, filling fuel, maintenance purposes and attending old rallies.

There is a possibility that this law will be implemented in the country by the end of this year, while the original registration certificate will be canceled after VA registration.

As per the Central Motor Vehicle Rules, the Central Government currently exempts vehicles participating in old car rallies from registration. By order, all old motor vehicles cannot be driven on roads for regular purposes, nor will they be used for any commercial purpose.
